10. ADOPTION OF TENTATIVE DISTRICT EDUCATIONAL FACILITIES PLAN
Description
Section 1013.35, Florida Statutes, establishes a series of facility planning actions with which all Florida School Boards must comply.  Already, staff has completed the Department of Education's on-line planning tool, submitted it to all local governments for review of Comprehensive Plan consistency, and submitted the tentative plan to DOE by the October 1 deadline.  The School Board is now asked to adopt the plan, which does comply with the financial feasibility requirement.  The first section replicates the revenues and projects in the Board's recently-adopted five-year capital budget;  the first year of this section constitutes the capital outlay budget as required in s. 1013.61, F.S.  Spreadsheets in the second section denote projects planned in years 2016-2020 to accommodate the Capital Outlay FTE projected by the state.  Spreadsheets in the final section denote projects planned in years 2021-2030 to accommodate the projected COFTE.  The reader should use caution when interpreting this document as much of the data elements (e.g., remaining revenues, class size, school enrollments, total enrollments, future costs) are misleading due to the spreadsheets' design.  Also, the Board's adoption of this document does not compel any action past the implementation of the Capital Budget for 2011-2015, as previously adopted September 14, 2010.

12. APPROVAL OF CONTRACTED SERVICES WITH PROFESSIONAL DEVELOPMENT FOR ACHIEVEMENT
Description
This contract provides writing training workshops at various schools throughout the district.  This contract in the amount of $50,000 is in excess of the $50,000 limit, which requires School Board approval.

Recommendation
That the contract with Professional Development for Achievement for writing training workshops be approved as presented.

13. APPROVAL OF THE CONTRACTED SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE CENTER FOR TECHNOLOGY AND EDUCATION FLORIDA
Description

Recommendation
That the continuation of services for online delivery of ESOL courses between the Center for Technology and Education, Florida, and the School Board of Sarasota County, Florida, be approved as presented.

14. APPROVAL OF TERMINATION OF AGREEMENT WITH MACEDONIA HUMAN SERVICES CULTURAL TRAINING CENTER SES TUTORING PROVIDER
Description
Macedonia Human Services Cultural Training Center has had a breach of contract pertaining to security, which caused the need to terminate the contract. The breach is outlined in detail within the attached letter.

Recommendation
That the School Board of Sarasota County approve the termination of Macedonia Human Services Cultural Training Center Title I SES contract with the School Board of Sarasota County which had been originally approved on August 3, 2010 (Item #27).

GRANTS

15. APPROVAL OF THE LIFE SKILLS 4 TEENS GRANT PROPOSAL TO THE FEDERAL GRANTS TRUST FUND FOR SARASOTA HIGH SCHOOL
Description
COMPETITIVE:  Grant funds of $160,280 will allow Sarasota High School to provide enhanced instruction, mentoring activities, training, mentor support, and addressing unmet needs. The grant will enhance and improve student performance for at-risk, low-performing students and to reduce dropout rates by providing additional learning opportunities.   

Recommendation
That the School Board of Sarasota County approve the Life Skills 4 Teens grant proposal.

16. APPROVAL OF THE SCHOOL IMPROVEMENT INITIATIVE GRANT PROPOSAL TO THE FLDOE FOR THE ACADEMIC INTERVENTION
Description
COMPETITIVE:  Grant funds of $278,229 will allow the Academic Intervention program to improve student academic achievement at Schools in Need of Improvement (SINI) through intensive instruction in targeted areas to low-achieving students.  After school tutoring will be provided to students and professional development opportunities will be available to teachers. 

Recommendation
That the School Board of Sarasota County approve the School Improvement Initiative grant proposal.

EXPULSIONS

17. APPROVAL OF EXPULSION NO. 10-300
Description

The student listed in Expulsion Case No. 10-300, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 9, 2010, the student listed in Expulsion Case No. 10-300, violated School Board Policy 5.34(1)(d), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 14, 2011.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-300, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 14 of the 2010-2011 academic year.

CONSTRUCTION

28. APPROVAL OF ARCHITECT/ENGINEER RANKINGS FOR THE LAUREL NOKOMIS HVAC RENOVATION PROJECT
Description
The scope of work shall include design and construction administration services to renovate the HVAC systems including new chiller(s) and pumps, thermal energy storage system, piping, air side systems, and electrical distribution system at the referenced campus.  Also included is the sealing of the perimeter of the attic space with an air barrier to create a non-ventilated attic, paint, carpet and paving.  On 9/29/2010, the Professional Services Selection Committee (PSSC) met to select an architect/engineer for this project.  The PSSC has ranked them in accordance with Board policy.  The project budget is approximately $10,000,000.00.  Funds for this project are available in the capital budget account.   

Recommendation
That the rankings of architect/engineers for the Laurel Nokomis HVAC Renovation project be accepted as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

29. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT(S) COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTORS
Description

The substantial completion dates, original and final contract amounts are summarized on the enclosure for ease of review.  All work has been completed and all required close-out documents have been received from the contractor.  The Director of Construction Services has determined that the projects are complete in accordance with state statutes.



Recommendation
That the cited Construction Services' projects be accepted as complete and the final payment to contractors be approved as presented.

30. APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE BOOKER HIGH SCHOOL REBUILD PROJECT: PHASE 1.B - PORTABLE CAMPUS PLAN
Description
Under the terms of the 11/17/2009 (Item #30) Board approved "Construction Manager's Pre-Construction Services Contract for the Booker High School - Rebuild Project", the Executive Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with Willis A. Smith, Inc. for a portion of the Booker High School Rebuild Project.  The 11/17/2009 agreement included pre-construction and bidding services only.  The scope of this contract shall include construction management services necessary to complete site development and construction for the install and connections of the portable campus according to DMK Associates and Harvard Jolly Architects plans dated August 30 and August 31, 2010, respectively.  The Guaranteed Maximum Price (GMP) of this contract is $1,220,595.00.  The remaining contracts for construction will be negotiated upon completion of those contract documents.  This contract is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget account.

Recommendation
That the contract for construction for the Booker High School Rebuild Project: Phase 1.B - Portable Campus Plan be approved as presented.

31. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  This change order totals an increase of $17,763.35 in contract amount.

FINANCE

32. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTHS ENDING JULY 31, 2010 AND AUGUST 31, 2010
Description
The Superintendent's Financial Statements for the months ending July 31, 2010 and August 31, 2010, do not reflect any unexpected trends at this early period in the 2010-2011 fiscal year.  The negative trend in the General Fund will continue until approximately November when property taxes are received, as is seen every year.  However, the deficit will increase because of the budgeted decrease in fund balance in the General Fund due to continuing State cuts and decreases in local revenue.

Recommendation
That the Superintendent's Financial Statements for the months ending July 31, 2010 and August 31, 2010, be approved as presented.

TRANSPORTATION

33. APPROVAL OF REQUEST TO PURCHASE THIRTY SCHOOL BUSES
Description
This purchase is a direct replacement of twenty-five (25) regular air conditioned school buses and five (5) air conditioned lift buses in accordance with the thirteen (13) year replacement cycle and approved in the 2010-2011 Capital Transportation Budget.  Replacement will be thirty (30) of the worst condition buses that have high mileage and nearing the point of possible costly repairs with new buses that get better fuel mileage and contain the newest safety equipment that will benefit child safety.

Recommendation
That the purchase of thirty (30) new buses to replace thirty (30) buses on the scheduled thirteen (13) year replacement cycle be approved as presented.


New Business
34. APPROVAL OF THE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND SUNCOAST WORKFORCE BOARD, INC.
Description

The purpose of this agreement is to delineate the relationship and responsibilities shared by Suncoast Workforce Board, Inc. (SW) and the School Board of Sarasota County, Florida, (SBSC) regarding workforce development services provided to youth under the Construction Technology Careers (CTC) Initiative Preapprenticeship Partnership for the 2010-2011 school year.  Under this partnership, the Construction Technology Careers (CTC) Coordinator provides specific services, working in partnership with SBSC staff.  SW, in cooperation with SBSC, hires a Construction Technology Careers (CTC) Coordinator, who will provide services to Sarasota County High Schools and Sarasota County Technical Institute, in conjunction with SBSC.



Recommendation
That the agreement between the School Board of Sarasota County, Florida, and Suncoast Workforce Board, Inc. be approved.
